This is the blog post by David Brin mentioned in John Michael Greer´s "Toward the Breaking Point". The first part of it deals with the impending "UFO disclosure". See also the discussion thread! Brin believes the whole thing is a "cat laser", presumably one wielded by humans rather than by alien entities from Zeta Bloody Reticuli.
