I noticed something strange about the recent round of EU meetings due to the Greenland crisis. The prime ministers sound moderate and want to negotiate with the United States. However, the finance ministers sound militant and defiant (including the Swedish one). It´s almost as if *they* want to escalate.
Why? Maybe it´s a stick and carrot strategy. If so, what´s the stick? Why ministers of *finance*, rather than, say, trade?
